My friend wants to trade his PS4 for a entry lvl PC and this is the offer he got

how much is a used ps4 worth?
this computer has maybe a fair value of 280-300$ (maybe even a little more, depending which ssd's exactly are used and of course the condition.)

yea... he should be okay with this setup to play gta V. he wont hit 60fps but it will be playable.
Does a ps4 sell for like 400$? Also the build you linked is far more expensive then 400 candian dollar and will not run GTA V as well as the used build.

By the way, when i sad the fair value of the computer is 280-300$ i meant USD.

He won't hit 40 FPS unless in medium settings. GTAV is very GPU dependent. That card has 1 maybe 2 GB of VRAM which the game will chew up pretty quickly.

That is pretty good deal as long as all the parts perform as they are suppose to.
The only thing is the CPU which you can upgrade with the mobo to a good enough ones for under $200.

The video card is pretty good and slightly outperforms the R7 370 and you get some SSD's with it.
Make sure all those parts are functioning and perform to the ability they can or at least at 80-90% of their capabilities.
Run some benchmarks.

Also, how much ram is included.
If not that much upgrade CPU/MOBO/RAM.
If at least 8gb just upgrade CPU/MOBO.
If your friend is really tight on money and there is already 8GB ram, you can upgrade just CPU.
