as for windows, that is legit, but you can get a cheaper copy from Reddit's Microsoft Software swap, about 20 bucks for a copy -- just as legitimate, save yourself some money.
And dont let the static guard stuff get you scared, you'll be fine :)
The static guard is just to protect it during shipping.

ty thats reassuring :P, I have seen the reddit software swap thing, most of it looks legitimate but the copies are like 30 bucks there i think, i figured for an extra 15 or 20 i can avoid any potential nonsense, i havnt bought windows yet cause i had planned on just downloading it and then buying a key from reddit like you said but that amazon copy is clsoe to the same deal. we'll see i guess.
everything shud be here in the next 2 or 3 days, so i have another question more in preparation with regards to software.
assuming everything goes smoothly and i can get it to install windows and boot, i will then install things like mbam, adwcleaner, ccleaner, the hwmonitor programs, speedfan, firefix and adblock and some other crap that ill want. But! i need a freeware that lets me make recovery cd and a backup, like the .tib ones. I have one on this pc but it came with it, and im not sure the cd will let me install it on a new pc. its called "acronis trueimage" if any of you are familiar its basically a program that lets you make an image of your system, and put it on an external, then if your hd goes bad or you corrupt ur windows or something, you can put in the recovery cd, and it runs a program at boot that lets you plug in your external and just rewrite the whole image of your system, or it even has an option to just overwrite your MBR if thats what you mucked up, also its useful in just copying files from dead harddrives and the like. If any of you know of a freeware like that please let me know, or if you have other softwares that you typically put on a new pc.
