Budget: 800-1000$
More specific use (what games, what programs): Fallout 4, GTAV, Movie streaming
Planned time until purchase: ASAP
Do you need an Operating System?: Yes - Not sure how good windows 10 is? Probably windows 7 or 8.
Do you have any specific preferred components?: Intel CPU
Do you need a sound or wireless card?: No
Do you want stock cooling or do you plan on overclocking?: Stock cooling
Do you need a monitor? mouse? keyboard?: Monitor, but to stay on budget may skip on this for now (I have a spare one for him in the meantime)
Zip code/location? (Shipping costs): Ottawa, ON. Canada.

I tried going through pcpartpicker to build something but I don't know this stuff enough to find a good deal for his budget.
Any help is appreciated.

Cheers

can you answer a few more questions from the updated guideline:

Will you complete mail in rebates? -
If so, may we go over-budget if rebates bring you within budget? -
Do you need Windows Operation System within budget? -
Need a Monitor? / Mouse? / Keyboard within budget? - (you sort of answered this, but still somewhat unclear ^^)

Basic Info:
How much hard drive space do you want or need? -
Any special requests or useful things to tell us? (Specific case, need lots of storage, audio etc.) -

Style (optional)
Do you prefer any specific colors for the build/computer case? -
Do you prefer a window on your case? -
*(Please note how picky you will be with colors. Sometimes it's just not feasible to get some colors on certain parts)*

unfortunately for your budget, it meets bare minimum requirements for fallout4, and reccomended specs for gta5..

also themed black/gold wasnt sure if you wanted a theme to it or not..

Windows OS - Need it within the budget
Monitor I'm not sure. If there is decent deals for anything above 20", he might consider it. Include it if possible. Mouse/keyboard he has basic ones for now.
Mail in rebates will be completed
HD space preferably 1TB~ and min. 120GB SSD

No specific things, he is converting from being an Xbox fanatic all his life. I just want him to have a nice gaming rig.
Case preferably standard black with enough space to have decent cable management. No preference on fancy looking cases

If you need anything else answered, let me know. I'll stop by every few hours.
Thanks!

you can download win10 from microsoft, and just buy the key from that site to activate it.. instead of paying microsoft $80+ for it..

e/ ... or.. if you want to risk it/take the chance on it, torrent a cracked copy.. only cost you a usb drive.. and you can have any OS you want for virtuallly free.. just your bandwidth cost, and cost of the dvd/usb

You can purchase a key on reddit's MicrosoftSoftwareswap forum for about that much.

Here is a better build within budget (although im sorry im not savvy about taxes/other shipping, so let me know if it needs more adjustment)

I wasn't really able to include a monitor without seriously compromising on hardware, so considering how flexible you are, i'd say wait on that.

highly recommend this psu, even tho you have to wait as it's sold out, on back order due to gfg deal. waiting a week for it is worth it tho
most quality psus in canada is about 90-100 bux, and ur getting a high end one for $99 after rebates which makes it even sweeter.
