Yup, I would also get an ssd if the game requires fast load times.
Not a ff fan so I wouldn't know
And like I said, bare minimum for your requirements :)

If you were expecting to spend more, definitely go with this system instead.
This will future proof your system and keep your system going and running well for a long time.

-For CPU I gave you the 6600K which you can overclock, even if not now in the future and with your overclocking your CPU will perform as well as future stock CPU's.
-I also added a Hyper 212 EVO for your CPU heatsink, as stock coolers suck and would never use one, unless creating a really budget build.
-For Mobo I gave you a MSI Z170A GAMING M3, which a Z170 chipset and an overall good motherboard especially for the price.
-For RAM I gave you G.Skill Ripjaws V Series 16GB (2 x 8GB) at 3000Mhz frequency and 15-16-16-35 clock speed.
I would recommend 16GB instead of 8GB, so you can have lots of stuff running in the background and not affect your gaming at all.
-For Hard Drives, I gave you a Crucial BX200 240GB SSD for you OS and main programs game for fast boots and fast loading.
I also added a Western Digital Caviar Blue 1TB HDD for mass storage, backup, and anything you can't fit on your SSD if needed.
-For your GPU, I gave you PowerColor Radeon R9 390 8GB. You will be able to run pretty much anything at max settings and obtain very good FPS.
This is one of the best cards if not the best card for it's value per performance.
-For your case, I gave you the NZXT S340 (Black) ATX Mid Tower, which is a very nice case for the price.
-For you PSU, I gave you the EVGA SuperNOVA NEX 750W 80+ Gold Certified Fully-Modular
It is fully modular for good cable management, Gold certified, and 750W of power which is way more then enough and gives you room for upgrades.
-For OS, I gave you Windows 10 Pro - OEM, which only costs $21.

This build will cost you 67% more then the other build (considering you probably won't use MIR), but will greatly outperform the other system and will last you a hell of a lot longer and you don't have to worry about not being able to run games in the future.
Also, this system has a twice the RAM as well as an SSD included and you can easily overclock the CPU to 4Ghz with the air cooler.

Let me know what you think and if you want to provide a budget or make changes I can do that for you.
