please post your current setup. Maybe you can reuse some of the components.
Also important to know is what resolution your monitor has.

But in general i have to dissapoint you. Its not possible to build a computer with your budget that is capable of playing Path of Exile at somewhere near decent frame rates.
With this budget you should try to buy something used. Just check craigslist, maybe you find something there.

If you want to build new computer your going to have to spend 700-900$ + cost for operating system (you can get a win 7 very cheap online and do the free upgrade)

EDIT: For Diablo II and III a 500$ budget would be enough. So maybe think if Path of Exile is worth it to you.

Was just going to make a post lol.
I'm not going to include the price of os monitor or mouse/keyboard in the budget.

PoE is not that important to me. I just downloaded it last night. Have yet to play it. Heard it wasn't the greatest. As for my current setup, I use a laptop, so nothing really reusable.

One second you say he can't next you're postng a buid. Contradictory, no?

Either build will run both games fine. POE isn't that much more intensive than D3.

The build was yours, i simply switched it to skylake to show that it is currently cheaper. G4400 retails at 59$ and DDR4 ram is just as cheap as DDR3. So there is no price benefit anymore of buying an older platform.
And can it run Path of Exile? For that question we have to define the word "run"
If by run you mean play until lvl 60 by yourself and stop there then you can run Path of Exile.
If by run you mean teaming up with 4 or 5 friends and farm some endgame maps then no, its not even close.

I read their forums and people are running 750 Tis and getting 40-60 FPS in 6 player COC.

not my experience. When I use a 960M I drop all the way down to 5 or 6fps, without any lag builds in our parties.
