I was hoping to go with a full water cooling system instead of the closed loop corsairs

What do you want? You want a watercooling kit for the CPU? Or for CPU and GPU (actually have never seen any CPU/GPU Kits) Or do you want to build a custom loop?
But your budget is kinda slim. Considering that a single gtx 970 watercooling block costs you about 100$ and every single fitting costing like 5$ each you might end up spending a truck load of money.

Is there any specific reason why you want water cooling?
Watercooling mid tier computers seems kind of strange to me, as you could use the money to get better parts and end up having a much better computer, then spending like 300$+ to get like a 5% better overclock.

You won't do a full loop for that price

10 Fittings
$50

GPU Block
$100

CPU Block
$80

Reservoir
$40

Water Pump
$75

Radiator
$80

Tubing
$10

~$450 + Tax + Shipping
And that's on the cheap side.

just ignore him. A 4690K is not a mid tier computer at all. If you want to put it under water it's your choice. You can get good temps and extend the life of your CPU.

Try Swiftech or EKWB. EK has a configurator on their site to help you with everything you need.

Well, considering that watercooling will (aproximatly) lead to a better overclock and performance increase of like 10%. You would need a computer where $450 more on regular hardware will give you less then 10% performance increase.
For example a i7 5960x / 5930k with SLI 980ti would be worth building a complete loop around.
Maybe a single 980 ti might be worth it as well. to lazy to do the math.

But also there is the looks and coolnessfactor of a custom waterloop. So you have to evaluate this aspect for yourself. Also a Waterloop is silent. But its hard to put a price tag on it.
