If you are unable to build anything on your own and are in the market for something really cheap, then maybe.
I would say the price is about fair, considering the value of the parts, but the graphics is weak, so you'd basically have to resell and replace it to get a good experience in most any game at 1080p.
If he'd go for 200 and you're willing to resell the card/add new one, i'd think its not too bad.


If your budget is low, I'd recommend something like a gtx 750 ti or an R7 370, both of which will do much, much better than that card and can be had near the 100-120 dollar mark.
Obviously, I personally wouldn't buy this, but I am able to build and keep parts handy and whatnot, so you'll need to make your own decision on that front. ^^
