I'm creating a new thread on this because the other thread kind of got flooded with a bunch of confusing comments. I've done a lot of research now and i'm just looking to make the final decision. You've all helped me decide that I would like to do 1440p gaming and 144hz if at all possible. You've also helped me understand that the I7 (though I still wouldn't mind if it works in the build) isn't necessary for gaming. Because of all of this information you've helped me narrow down exactly what it is i'm looking for. Before I didn't really have a grasp of current gaming components. So I hope with this updated list of needs we can decide on a nice rig...and I hope i'm not out of line for the second topic.
I plan to use the computer mostly for gaming. I also will use it for the other normal stuff: videos, surfing, school, work, multitasking. What i'm really looking for is the best bang for my buck. The best performance to value.

The current major questions I have left are: Is it worth it for me to have a $650 video card? If so which brand is better? Or would it be better for me to buy a 300 dollar video card and replace it in a few years? If its best that I have an I5 processor which is the best one right now for gaming?

UPDATED QUESTIONNAIRE
Quote
Budget: up to 1500ish before the monitor. The key here is bang for my buck. I'm willing to spend extra if I'm convinced its worth the money.
More specific use (what games, what programs): currently wow, d3, path of exile, and various steam games but I want this to be able to handle any type of game on max resolution/fps.
Planned time until purchase: Soonish
Do you need an Operating System?: no
Do you have any specific preferred components?: at least 256 ssd with 1-2 tb hhd / intel processor / video card that will last a long time / ddr4 ram with 16gb
Do you need a sound or wireless card?: no
Do you want stock cooling or do you plan on overclocking?: Is overclocking worth it? If so then i'll overclock? Can I buy it overclocked already?
Do you need a monitor? mouse? keyboard?: Yes. Looking at getting a 1440p with 144hz. As for a mouse and keyboard maybe a good gaming combo?
Zip code/location? (Shipping costs): 64157

What are your preferences in case style? (lights, flashy, dull, etc) Dull. Prefer black with limited lightning. I do like the look of a clear side panel.
Are you planning to use multiple monitors? Just 1 I think. I'm open to suggestions but I'm leaning towards the 27inch Acer Predator 1440p and 144hz http://www.amazon.com/Acer-XG270HU-omidpx-FREESYNC-Widescreen/dp/B00VRCLHYS/ref=sr_1_1?tag=amazon0606-20&ie=UTF8&qid=1430272001&sr=8-1&keywords=acer+xg270hu+omidpx
Are you looking for upgrade-ability? Yes. I would like the ability to swap out the processor or video card in the future, but I'd like the ones I purchase to last at least 3 years.
Do you have any preferred brands? Not really.
Can you reuse any components from an older build? No i'm going to give my old computer to my wife.
Is there anything else you think we should know? I would also like a cd/dvd/blue ray drive included in the build.

Thanks for that. How long does a top of the line video card last? At what point would it be too slow?

Every 18 months AMD releases a better faster card, then Nvidia (1-2 months later)...releases an even faster one.

Polaris will remove that

Also, AMD developed HBM and all Polaris GPUs will use HBM2 meaning a drastic drop in performance/W
