More specific use (what games, what programs): video editing so I would guess sony vegas or something like that *not really for gaming*

Do you need a sound or wireless card?: probably gonna need a wireless card in the end
Do you want stock cooling or do you plan on overclocking?: stock
Do you need a monitor? mouse? keyboard?: most likely all of it

i can go to the microcenter nearby. the monitor is probably gonna kill me i know but just do your best.

I7 + ssd and a 960/380/970 should be more than efficient.
Youll also want to get faster ram compared to traditional gaming rigs

At least 1866 if ddr3 and shoot for 3000 if ddr4

Everything is up to you imo
Tbh I would go ddr4, its like free ram speed (kinda lol)

Oh wait u need other things... Hmmmmm lol

I'm really struggling b/c i know that i want an i7 but idk how to get it. how much of a role does the gpu play in video editing?

check out micro centers bundle deals. I priced one out at the Columbus store within your budget. Depends on how fussy you are.

this would be viable if you could get some of the parts off of cragistlist (monitor/mouse/keyboard - just make sure it's 1080p, got my 1080p monitor for $60 and someone would probably throw in a mouse + keyboard for $10)
you could also get a video card from craigslist as well as long as it is 2 gb for pretty cheap i would think
