So I currently have ripjaws 2x 4gb 1600mhz Ram but my friend has done Kingston hyperx 2x 8gb 1600 ram in the box he doesn't need.

When gaming, I max out at around 65% usage. I'm running an i5 4690k, 970 gtx 4gb on I believe a z97 asrock mono (could be wrong about the name spelling )

I believe the ripjaws are 9 cas while the other is 10? My question is do I even need to upgrade to more ram and if so, would the Kingston be ok?

Yes, Kingston Ram is just fine, but you wont need more then 8gb for gaming currently.
Also there is no need to upgrade to 16gb ddr3. When you are going to upgrade your computer in a couple of years you will switch to ddr4 anyway.

Ah never mind turns out I misread the package. 8 Total, not each. Also, 1333mhz.

Either way, should I increase my ram to 16 or is 65% still ok usage? I was thinking 16 with higher mhz.

8gb is enough. It does not make sense to invest into new ram, since you can not reuse it in your next computer anyway.
But on the other hand 40$ is not a whole lot, so if you feel better with 16gb then there is nothing wrong with it.

So being at 65% usage is normal? No performance difference if I drop that load to say 30%? Or upgrade to 2400

of course the performance will change when you upgrade to 2400 RAM. You will gain +50% memory speed. But this wont change anything in gaming or regular browsing, office etc. Most likely you wont even gain a single fps in games.
And as long as you still not at 100% RAM usage it does not matter if you have 65, 80 or 30% usage. And 8gb is enough for mostly all applications today.

Well, you can drasticly speed up WinRar and 7-zip with more and faster ram, but this is the exception that proves the rule.
