Budget: $1000 - I can spend more, possibly up to $2000, but preferably not that much. I guess lmk in that price range...maybe a few builds at different price points and why.
More specific use (what games, what programs): All Blizzard titles, POE...sometimes neverwinter...dunno probably some other stuff
Planned time until purchase: Let's say within the next month or so
Do you need an Operating System?: I don't mind canalizing my old rig if it saves me some decent money (HDD etc)...if not it does work, so I wouldn't mind having it to run some emulators on my tv for the kids. Is there anyway to copy my os, or maybe image my computer and use it on the new setup?
Do you have any specific preferred components?: Intel CPU, nVidia video card, DDR4 RAM, I do want an SSD in there as well.
Do you need a sound or wireless card?: Sound card
Do you want stock cooling or do you plan on overclocking?: I've never messed with overclocking before. Let's say stock.
Do you need a monitor? mouse? keyboard?:No, I can take care of that stuff (unless there's a wicked ass deal on a good monitor)

i7 860 2.8GHz
16gb ram
Radeon HD 5800

I know the budget is kinda stupid. Maybe there's a sweet spot somewhere in there. I haven't built a computer in about 12 years. The only issue I had last time is that the pegs that held my heatsink on wouldn't lock in reliably, so I am somewhat leery of that.

currently i would say the sweet spot is around 900-1000$. I made a couple of builds a week ago. -> https://pcpartpicker.com/user/maulepan/saved/#view=44KwrH
I think the 900$ one would suit you quite well. enough for 1080p gaming. If it has to be nvidea then exchange the r9 390 with a gtx 970 3,5gb.

You can download win 10 on lets say a usb drive, install it on the new pc and activate it with your old win7 / win8 key. So you wont need to buy a new OS.

Thanks for the help. Any reason you'd pick the radeon over nvidia? I guess I haven't had good luck with radeon products, but if it is better then I might consider it.

We are somewhat/kind of brand agnostic. for gaming on windows, there isn't really any reason to distinguish between the companies. Just card model and performance.
the 390 is more powerful than the 970 (nvidias competing card in that price bracket) but it is cheaper, thus making it a practical buy. If you would consider it let us know and we can work it into your build, otherwise we can do nvidia as you asked. ^^

to answer some other questions:
You can save some good money by re-using parts, but if its that old and you have the money, might as well just get all new parts.
Motherboards have onboard sound, so you probably don't need a sound card, unless you know you need the additional power of an added sound card. please clarify. (sorry thats the old question layout)

There isn't really a sweet spot per se, but probably around 1000 if you're talking about a very powerful PC for 1080p, ultra settings, 60 fps gaming. which would entail an i5 + 390/970

this isnt bad could go with lesser priced mobo and different hdd
