not really. For that kind of money you can get a lot more performance.
First of all. Z mainboard + liquid cooling is wasted money, if you dont use it for overclocking. (if you want to overclock you need to buy a i7 6700K)
Power supply is also a little oversized for your build.

i dont mean oversized in terms of space. Its a 750Watt PSU for a system that needs like 350Watt under load. You can easly save some money there. But if money is not an issue for you, then you can also leave it in. Its definetly a very nice PSU.

with a 970? If you are planning on buying a secod 970 then you better just get a 980 ti.

if you dont do it right now, then you will most likely never do it. In 2-3 years there will be better cards that will make if worth replacing the 970.
But anyway, then leave the PSU in. Just in case.

One more thing. If you are acutally planning on adding a second grafics card, then get a R9 390. The 8gb VRAM come in handy. 3,5GB VRAM are not much when you run 2 gtx 970.

With a BIOS update you can change base clock on Non-K Skylakes CPUs and in essence overclock them. But you knew that already.

@ OP I would buy a good Air cooler like a Noctua or even a Hyper 212 Evo and save a little cash. Otherwise, it looks fine.
