Need to build 2 pc's each with a budget
Needs to play at 60fps on atleast medium settings
if not possible to achieve with these budgets, say so

CS:go is no problem every shitty pc can run it. Street fighter 5 is a lot harder.

Do you already have an old computer where we can reuse parts like hard drive, optical drive, case?
What monitor resolution are you using? the information 60fps alone does not tell much.

Just look at the requirements for Street Fighter 5. Thats way above your budget.

How much would each pc's cost to run sf5?
Trying to spend as low as I can but I do have to build 2 separate ones
They only need to run sf5 at constant 60fps but doesn't need to be max settings
Anything less than consistent 60 frames in a fighter is a no no due to frame data use

Some hd no ssd

not really a good deal. But its also not a scam. If you can lower the price to 300-330 it could be worth buying.
Always hard to say since you never know for sure in which condition the parts are. If all parts are in good condition it would defenetly be a very good deal.
