All you need to overclock that CPU is a cooler master evo 212 which is like 30 bucks or whatever.

As for the case fans there's a gazillion different ones if you want to know I'm using fractal design case fans and I can barely ever hear them .

What main board are you using?
In the case fan spec you can mostly find how loud they are. below 16-20dB is okay. Make sure you buy the right size.

then i dont get why you ask what it costs you to overclock your prozessor... you just change the settings in the BIOS and overclock.

this motherboard? https://www.asus.com/ca-en/Motherboards/Z97A/

guide to overclocking on asus boards here.. further down the page is step by step procedure ( with images ) http://pcdiy.asus.com/2014/06/6-4970k-cpus-overclocked-oc-impressions-of-devils-canyon-on-asus-z97-motherboards/

if you hit a beep code, and it wont boot.. the newer asus boards are generally good in the sense it will revert to the last good settings, (just power off for about 10 seconds and power right back on) ive found on mine that its only happened once out of 15 different throttle changes that it reverted right back to default settings..

** as a sidenote.. only change one perameter at a time when overclocking.. that way you know exactly where the error is; if there is to be one. change the stepping multiplier .5 at a time. and im sure there is also an application for windows that tests how far you can overclock within windows itself, before hangs/crashes/dumps/boot loops/or overheats...

... since you already have a liquid cooled setup, you SHOULD be okay to overclock at least .5-1 full ghz, all depends on how much strain you want to put on the motherboard socket (temperature on motherboard)
