More specific use (what games, what programs): Dota2, Csgo, prob going to do 2 monitors (adding 2nd monitor after i finish this build)

Do you have any specific preferred components?: intel/nvidia BUT all builds are welcome please! just want to stop cousin from buying a premade
Do you need a sound or wireless card?: no
Do you want stock cooling or do you plan on overclocking?: maybe future overclocking but probably not
Do you need a monitor? mouse? keyboard?: monitor, no keyboard/mouse needed.

Would you considered refurbished/used parts? You can find great value components second hand.

I'd stay away from Rosewill PSUs and Seagate HDDs. They both have higher fail rates than average; and are probably the worst things to fail. If a PSU fails, it can take other components with it. If a HDD fails, you lose precious content. If a video card fails, you RMA and get a new one...

probably going to be a random 60/75hz 23-24inch monitor, added one in the pcpartpicker build

I'd prefer new parts tbh, ordering them to build for my cousin.
I want to order today! also thanks for the advice on the rosewill/seagate, i just picked them because they were cheap but i can go with different brands
for slighty more, do you have any suggestions?

did you not need a case?
I dont see the 4690k fitting your budget so i knocked it down to the non-overclockable one to stay withhin budget, while making appropriate changes.
