I would try resetting the BIOS by removing the CMOS battery. [Everything plugged in, but power strip off).
Make sure you remembered to hook up the 4 or 8 pin CPU power to the mobo.
Make sure the CPU cooler is on properly and plugged into the CPU_Fan headers on the mobo.
Make sure you have compatible RAM and that it's in the right slots.
As usual, it would help to have a parts list.
will try #1
#2 is silly, of course I did that

using an evo 212 as a cpu cooler, shouldn't have any problems.
Tried with like 8 different ram sticks

CM 850w 80+ psu
gigabyte z97-hd3
sapphire radeon 7950
i5-4690k
corsair vengeance 2x8g 2400mhz (also have 6 gskill sticks that I've tried for troubleshooting efforts)
guess that's all you need rly
also, tried posting without the mobo inside the case, just to make sure there wasn't a short
edit/ for #1, I have everything on the computer connected, but just don't have the psu plugged in? I can't take the battery out with the GPU in so I guess just use the onboard graphics?
