My cousin bought a bunch of new parts to build a decent comp, and I said I would build it for him

Ran into some trouble though

after successfully building it, went to start up, only get fans spinning for like 1 second (system and cpu fans), then shuts off and resets, have to unplug the PSU cord to shut off power.

Thought it was the mobo, RMA'd, no dice, so now I'm thinking it HAS to be the cpu

confirm?

tried just posting the mobo with only cpu in, no dice as well

I would try resetting the BIOS by removing the CMOS battery. [Everything plugged in, but power strip off].
Make sure you remembered to hook up the 4 or 8 pin CPU power to the mobo.
Make sure the CPU cooler is on properly and plugged into the CPU_Fan headers on the mobo.
Make sure you have compatible RAM and that it's in the right slots.

/e Yeah could be power supply too.
As usual, it would help to have a parts list.

Doubtful it's the psu, it's running his old computer perfectly fine and is a decent quality

will try #1
#2 is silly, of course I did that :D
using an evo 212 as a cpu cooler, shouldn't have any problems.
Tried with like 8 different ram sticks :(

CM 850w 80+ psu
gigabyte z97-hd3
sapphire radeon 7950
i5-4690k
corsair vengeance 2x8g 2400mhz (also have 6 gskill sticks that I've tried for troubleshooting efforts)

guess that's all you need rly

also, tried posting without the mobo inside the case, just to make sure there wasn't a short

edit/ for #1, I have everything on the computer connected, but just don't have the psu plugged in? I can't take the battery out with the GPU in so I guess just use the onboard graphics?

You need the PSU plugged in, but turned off...so it provides a ground to the PSU and the motherboards. Then hold down the power switch for like 4 seconds...to dicharge the caps in the PSU and mobo. THEN pull the CMOS battery for about 3-4 mninutes...and replace..

Lotta ppl think they have the EVO 212 bolted down properly...but...it's something to triple check.

CPU's aren't usually DOA, nor do they die that often. These are all just things to check.

if it's not the CPU and the cmos clear doesn't work I have no clue what it could be

would check it all now but it's in my cousin's room and he's asleep, i'll update this tomorrow and maybe we won't have to go through the process of RMA'ing his cpu like we were planning on doing

I had an issue like this on one of my builds, exact same issues 1-2 seconds of power then shut down, it turned out to be the PSU they sent me was already opened and had to be replaced. Once the new psu came everything worked fine

if you have a computer you can swap parts from, try using your psu on his rig to see if that works. eliminate part by part if you can

Like I said, more than likely it's not the psu because it's powering his machine just fine right now

double check all your wirings,
especially the case wiring to ur mobo

and cpu cooler

doubt it's the CPU itself
