The ram is just random thrown on there, he likes the case and wants the MSI version of the GTX 960. I'm partial to the ASUS/EVGA.

Critique the CPU and motherboard or everything as a whole. He's buying it on black friday/cyber monday. So within a week. His limit is $1,000. Make some changes if you think you can make it better!

instead of asking if $50 is worth skylake,
u shd be asking, do i really want to get my friend an older tech, with lesser gpu (960), and much lower performance for about the same cost?
is it better to get the liquid cooler now at the sacrifice of better psu, better cpu, better gpu? or get better everything now, and upgrade to liquid cooler later?
but if ur friend wants the 960 for whatever reason, go for it.. it's his money

I'm asking if the 970 is the same performance as the r9. I know the 212 isn't stock heatsink. I'm saying that's why I picked the liquid cooler because I didn't want him using stock, buying a fan heatsink then upgrading to liquid a little later. Might as well do it then. But if it comes down to saving that money then he should get a fan heatsink and upgrade GPU/CPU. He's flexible on the money he can spend more.

So basically drop the MOBO I have on my build, upgrade CPU and GPU. Any reason the ram was swapped out? What I had picked was $20 cheaper I think.

Again anyone have ideas as to what items may drop on Black Friday/cyber Monday?

390 is a little better than the 970 stock and it has double the VRAM.
