Alright so I just put my build together.

Intel i5-6600k
GIGABYTE GA-Z170XP-SLI
Gigabyte Gtx 970 gphx card
250 gb samsung ssd
750 watt power supply
16 gig ram ddr4
1 tb drive.

Alright so I put windows 10 on it. I cant find a windows index reader. I want to know how well it is running. It froze on fallout 3 for god knows what reason, but plays titanfall, SOMA, Sims, Portal, all fine. Any ideas?

Also I need a fan for the case door on the left, is that just called a sleeve fan?

Also in the computer all the fans blow in, except the top blows out, is this normal?

The fans can blow in any direction, so I would wager that it was intentional for the fans to have that setup.
windows 10 has no index reader.
fallout 3 is a buggy game, it freezes from time to time. More on AMD's fx processors than on intel in my past experience.

when you say case door, do you mean the panel that comes off to reveal the insides? It's just called a fan.
You can buy a big one (randomly selected) (200mm) http://www.newegg.com/Product/Product.aspx?Item=9SIA4S83GA4660&cm_re=200_mm_fan-_-9SIA4S83GA4660-_-Product
or smaller ones.

youll have to google it, but yes it can.
fallout and new vegas are just notorious for having some bugs. try a reinstall, see if that fixes it and then begin trouble shooting via google. ^^
