The Dell tower my grandparents had built ten years ago finally went out. I'd like to build them a PC. Literally all they do is surf the internet, check their e-mail, and watch how to videos for cooking.

Budget: 200.00
More specific use (what games, what programs): Google Chrome.
Planned time until purchase: Immediately.
Do you need an Operating System?: Yes/No. I may be able to secure one, but let's see what it costs with one.
Do you have any specific preferred components?: Nope.
Do you need a sound or wireless card?: There is a Linksys wireless card in the dell desktop I put in a few years ago for them. I'm guessing that it will work in the new PC.
Do you want stock cooling or do you plan on overclocking?: Stock.
Do you need a monitor? mouse? keyboard?: I have a monitor/mouse/keyboard already.
Zip code/location? (Shipping costs): 64093.

If possible, I'd like to go cheaper than $200.

In regards to the case, the smaller the better.

you pretty much got these 2 choices:

http://www.newegg.com/Product/Product.aspx?Item=N82E16883800004
win 8.1
1* HDMI (need adapter if monitor is other type)
1* USB (need HUB to plug in both mouse and keyboard)
sound only through HDMI (and probably USB/Bluetooth)
microSC card reader

google chrome OS (probably fits what they want, just watch some review video)
1* Display Port, 1* HDMI (probably still need adapter for older monitor)
4* USB (can plug in both keyboard and mouse without anything)
1* audio jack (can use for mic if audio is through HDMI)
LAN adapter
SD/MMC card reader

also both have Wi-Fi and bluetooth

edit: this is basically the same as the first except free swag keyboard: http://www.newegg.com/Product/Product.aspx?Item=N82E16883400001

Also, don't buy used, don't buy in parts. You want easiest warranty handling in case one of the hardware is faulty, instead of minmaxing the performance for your buck.

SSD is also must since they won't be downloading porn/games/movies so the low storage capacity doesn't matter at all.

I went to the edge of your budget

BUT

It is a nice APU, a decent, very slim computer case (I have one myself)
4gb of RAM, because with windows 7/8/10 you are going to need more than 2gb if you want it to run smooth, especially with any background programs
320gb HDD
Optical drive included
Case has a 300w PSU included

Overall, likely to be far more than they need, but it should last several years for those same tasks
