Here's my take on it, i didn't look at shipping costs but I left some headroom in your budget. This build should be perfect for streaming LoL. As for an OS, people on here recommend going to the software swap section on reddit to get legit keys for 20 bux.

A few months ago I built my pc so that I could play LoL at super high fps and since then I've played one match and moved on to bigger better games haha
