Both builds gpus are OP
Build #1 has a 180$ mobo on a 180$ cpu... The mobo is a z97 for overclocking and the cpu is a locked processor so you can't OC it...where's the logic.

The other parts are actually pretty solid but I can't say it would be my choice.
Personally I'd wait for the locked i5 Skylake (which I think comes this month some time) rather than buying a locked i5 haswell if that's the route you want to take.
