There's no way you're going to build a pc, get a monitor & KB/mouse for $500 and be able to play/stream gta v

You need a higher budget.

Don't make yourself look dumb... my 500$ build can play it at 1080p high settings at 60 fps... even on low settings GTA V looks better on PC compared to any console out.
