So Im not entirely sure how one optimizes a PC for DAW software, but this is something you can look at as a start.

Again im not an expert, but from what I gather:
You don't require a powerful graphics card, but do benefit from any discrete card.
Idk if more ram is better. In case of other editing 16 to 32gb is useful, so may want to get 16gb.
Also don't know if you would benefit from a sound card, though the audio is considered better from one.
Also do you need a disk drive?

Definitely open to anyone's critiques of the build if you know better components that go into a sound editing build. I've only done a good deal of research on Video editing builds and don't know how much they differ.
I referenced this thread in trying to decide amd vs intel for this scenario.

Don't need a CD Drive, really not sure if he needs a sound card or if the digital interface will be enough.

If you're unsure I would just hold off. It's always very easy to add something like that later as it can be plugged in/unplugged freely anytime after it is built.
That way you can also figure out a budget and how high end of an audio card he might need or want. You can get something basic like an Asus xonar for quite cheap or visit the high end near 200 dollars.
I personally own an Asus xonar DG, which i got down here in the states for about 25 bucks.
