More specific use (what games, what programs): CS:GO / Maybe Rust .. nothing too crazy / Visual Studio (other programming tools)/ Office
Planned time until purchase: Within this week
Do you need an Operating System?: Yes
Do you have any specific preferred components?: Not really ... Intel over AMD I suppose from what I read but you can give your input I'm open to anything
Do you need a sound or wireless card?: Not necessarily .. could do without
Do you want stock cooling or do you plan on overclocking?: Not sure what overclocking is but I've read that I should get additional cooling
Do you need a monitor? mouse? keyboard?: I'd like 2X Monitors but mouse and keyboard I can get myself

Hey guys I'm going to be building my first PC and this is what I kind of put together.... can anyone please shed some advice or maybe another build that would be more efficient

My spending range is anywhere from 1200-1500 with room to go over ...

This is what I came up with:

I'm going to be using it here and there for gaming ... not too much, programing and using it as office etc etc

Like I said I don't mind going over 1500 ... if this includes monitors.

Not too crazy about a mouse and neat keyboard... those can be pretty plain

with a 1200-1500 budget, you'd at least want a 970/290/290x GPU.. not a 270x

I'd drop the budget down to about ~700 with the games you intend on playing, anything more would be overkill

CPU is WAY overkill and get a better GPU and get a SSD

Though would not buy a water cooler unless you are going to do some serious overclocking, because the hyper 212 evo will be perfectly adequate for even moderate overclocking and is 70 dollars less.
That's the only thing I think I have to say about that.

what do you want for monitors. Size? Res? Refresh rate?

go with this instead, red and black, lmk if you dont care about color & just want cheap possible.
ur getting unneeded i7, higher timing rams @ 2133, better psu and a 970 for cheaper than that link u posted.

can also get 290 instead of 970, and add 250 ssd like that 2nd link u posted
or the xfx 290 to save antoher $20

nope, it'll just downclock the rams if needed, but you have the option to clock it up to 2133.
depends what type of monitor you want, IPS or non IPS?
but yeah, can't go wrong with Asus.
