I currently have a laptop with these specs:

250 GB SSD
8GB RAM
Intel i7 - 2630QM @ 2.00 GHz
Integrated Graphics card

The problem is this laptop can't handle heavy use when it comes to illustrator (I have loads of layers). It starts to lag really bad, so I want to know what is an estimate on how much do I have to save to get a good build that will allow me to go crazy on illustrator or programs similar to it.

Uses for the desktop: Illustrator, Photoshop, After Effects, League of Legends, Runescape
Price should include: Dual monitors (20-24"?), SSD, OS, wireless card.

I realize prices change, so this is a rough guess/estimate on how much I would need to save.
Thanks for your help.

Really depends on the quality of stuff you want. If you want decent IPS monitors or if you're okay with TN panels. Whether you want an i7 or i5. Photoshop et al have partial support for hyperthreading but games do not.

You're looking at about 1000-1800$ depending on what you need.

Specifically the games you listed can be played on a 800$ computer, although with dual monitors and all the extras you're looking at least around 1300-1500$

The thing that will really help Illustrator is going to be RAM. I'd probably drop 16GB into this build.

Thanks you! It looks like I'll be able to have enough towards the end of this year; would purchasing it during the holidays make a difference in price?

Sometimes. Some parts had crazy sales last year around Black Friday/Cyber Monday. Although, new generation parts will be out by the end of the year and may or may not have a higher retail price than whats currently available.

However, you should be able to do fine with about $1500±200.
