Pick a Keyboard/Mouse and Monitor. Upgrade to 16 GB of RAM if you feel you must, but for those games (even while streaming) it isn't necessary.

is a water cooler necessary? I know it's not on there, just curious If its better than just the fan.

Is that case going to have enough air flow?

A water cooler is not necessary and yes, the case will have plenty of air flow. However, it has since gone back up to full price. It was on sale at Amazon for $75, but its over $110 now. If you were going to pay that much for it, it's best to get the newest model (the Define R5).

one more thing, how much of a difference in the items would it be if I waited to be them in a few months apposed to a few months? Like would these items be outdated by alot Or very minor?

The GPU might have more competition when the AMD R9 300 series is released, but other than that you should be fine. It depends on how long you wait. Intel Broadwell and Skylake processors are due out this year as well, but not until Q3 or Q4. Although, even if the new CPUs and GPUs are released, the parts will still run all titles at max or near max (in the case of Witcher 3) settings for at least a few years.

For the games you listed, you will be able to run them at all max settings.
