You aren't going to get an adequate intel build (unless you use a Pentium) for $600. $900 is more doable for a 4690k, but you're going to be limiting your graphics card options to GTX 960 or R9 280x or below unless you find a good deal on an R9 290. This is all especially true since you need a new OS. Unless you can find an OS somewhere else for cheaper, you might want to either increase your budget or consider AMD cpus.

Motherboard have on-board sound, so you likely won't need a sound card. Will you be using WiFi instead of Ethernet?

a used gtx 660/660 Ti for 100-115$ can also be an option, if he doesn't mind a used gpu. for those games, it's plenty of horsepower.

that's a whole different beast at that price :O i'd say stick to 1k though, you'll be able to get intel and a newer gen gpu. it's not like your trying to max witcher 3 when it comes out :) he will make a build for you.

Is true, the ti can run bf4 on ultra just no AA at 60 fps easily

Do you plan on playing new release games at all?

You have your choice between:
http://pcpartpicker.com/p/LfFLK8
GTX 960
$935

http://pcpartpicker.com/p/cFKDXL
GTX 970
$1070

Neither includes a keyboard and I'm not sure if you will like the case. There aren't many Green/Black cases (at least not on PCPartpicker) and most of them are really expensive. Your two budget options are Cougar and APEVIA. APEVIA isn't know for very good construction though. The NZXT Phantom is a decent looking Black/Green case, but it is monstrously large and over $100.

i'd sand & paint a source 210/220, but that's just me. definitely wouldn't go apevia hehe.

You could do this. Get a Source Elite 210 or Corsair 200R and sand off the black pant. Prime it and paint it whatever color you want to. Requires a bit of manual labor, but it greatly reduces cost.
