Budget: 1200
More specific use (what games, what programs):Go pro studio; skyrim, fable
Planned time until purchase: asap
Do you need an Operating System?: windows 8 pro
Do you have any specific preferred components?: 4k video card, external sound card, micro SD port
Do you need a sound or wireless card?: no
Do you want stock cooling or do you plan on overclocking?: no
Do you need a monitor? mouse? keyboard? yes

"The monitor has to display 4k at 60 megahertz per second so far the Samsung Ultra HD is the only one I could find for under 600"

This is a build for a friend, not my type of specs id want but its not mine aha, he simply just wants a pc that will run no problems, that can handle a lot of shit.

If you can put anything together thank you in advance!

Tell your friend that isn't going to happen for that budget.
Also:

Have him look at that link. There likely is zero reason he needs 8.1 Pro.

No CPU, Motherboard, RAM, Case, or Power Supply and you're already above $1200. If you want to run 4k at 60 Hz, you can't really drop a graphics card.

Bare minimum and its at $1900. Even with an R9 295x2, you're only looking at getting ~45 FPS in UHD resolutions. You can save $40 by going with 8GB of RAM since I have no idea how much RAM Go Pro Studio even uses and don't care to look it up.
The case is kind of bad, not terrible, but not great. I picked it because it had an external 3.5" bay for the flash reader. You can eliminate this by getting an external USB card reader.

If you want a good experience gaming at 4k. Thats nearly $2900 and still doesn't even have an SSD (lol).

4k Gaming is just a waste at the moment. There really isn't any reason to have 4k anything at the moment since it is still so new and there aren't that many early adopters. Sure, its great for professional level photo and video producing and editing, but its a long way off from being really viable in gaming. Stick to 1440p or lower and save $1000 or more.
