Budget: under $600, cheapest possible.
More specific use (what games, what programs): Gamecube emulator, etc
Planned time until purchase: 1 week
Do you need an Operating System?: no
Do you have any specific preferred components?: no
Do you need a sound or wireless card?: no
Do you want stock cooling or do you plan on overclocking?: stock
Do you need a monitor? mouse? keyboard?: no

If possible, I'd like to go with the smallest case I can get away with, I'm building it for a friend that's going to have it connected to his TV only, and he'd like to put it under his TV stand (think alienware alpha size, obviously I don't expect it to be that crammed into a tiny box, but as small as possible)

I'm not selling them lol, I just keep convincing friends to build computers rather than buy them!
I have 3 that are used daily, mine, my girlfriends, and her sons lol.

Is the liquid cooler necessary? I'm not trying to be a smartass, just curious.
He won't really need an SSD, I was thinking more like a cheap 1TB drive.
He pretty much just wants to run emulated games and watch movies on it.
His laptop can't handle running gamecube emulators, so I talked him into selling it and building a desktop.

The liquid cooler isn't exactly necessary no, but in such a small case, you'll get better performance from AIO's than you will from air coolers that will fit.

Also, swapping to a 1TB HDD won't change the price much. You'll save like $10. If that's what you want to do, go for it.

Although, yes, an aftermarket cooler is definitely recommended for an APU.
