CPU - AMD Phenom II x6 1045T
RAM - PNY 2x4GB DDR3 1333MHz (lifetime warranty, 7 months old)
GPU - AMD Radeon HD 7790 (2GB Dedicated VRAM)
PSU - Corsair TX750M (7 months old)
Case - Thermal Master (Blue LED, 3 fans)
HDD - Seagate 250GB
OS - Windows 7 Ultimate x64
Apps - Microsoft Office 2014

Also Included:
-2 21" Monitors
-1 Wireless Keyboard
-2x4GB backup RAM sticks
-Crysis Special Edition CD (code included)

What motherboard? Is there a third party cooler?

APU setup will perform better, with less power consumption and can be built for $400
...and APU setups aren't great

An APU will not perform better, especially if the motherboard is something decent in which he can overclock with.

Ofc there are better options around $400 for a tower only.
