Budget: $1150 - can be less
More specific use (what games, what programs): mainly wow (that's about it)
Planned time until purchase: this weekend

Do you have any specific preferred components?: intel/nvidia and a good case
Do you need a sound or wireless card?: no
Do you want stock cooling or do you plan on overclocking?: after some thought, won't overclock
Do you need a monitor? mouse? keyboard?: no
Zip code/location? (Shipping costs): 77042 (having ncix assemble pc and ship) (thanks for tip secksii was originally going to use ibuypower)

I like performance, cooling, and silence over looks...
I want a good case - doesn't have to be flashy
I won't upgrade the pc once bought

I can get away with only using a 250gb ssd, i've had my current computer 6 years and currently using 224gb

I don't understand your question, but ill try answer if i understand correctly
pcpartpicker has cheapest $$$ currently on specific parts, so the OP gets the best bang for the buck.
OP wants cooling/silence, stock isn't compared to the evo. It also fits his budget, so why not
I dont get what you mean by 4690k being a poor choice for CPU..

I thought it was one of those sites from something like IBuyPower lol xD I was mistaken.
I wasn't bashing the CPU, I was asking the reasoning behind an after market heat sink. Most CPU's come with a "stock" fan that usually cools well, but sometimes they are loud or just plain don't work with the processor.
There's a quad-core 3.6GHz processor by AMD that won't even open a single tab in IE without lagging with its stock heat sink because it works so poorly. But there are some CPU's that have really heat sinks that come with them.

partpicker just gives "apparently" the best deal , doesn't look at microcenter (check store locations for this one first), includes MIR and prime shipping, which not everyone uses... also the combos are really dumb (budget part + most expensive new part = $5.00 off)

He said he won't overclock, why waste money on those parts?

4690k --> 4690 or slightly older = +30-40$ saved
z97 mobo --> z87 or a cheaper board = 20$ saved
stock cooler is meh but no OC so --> 40$ saved
also, buying from one site, taking into account shipping costs & meeting free shipping thresholds --> lots more money saved, let's just say 25$

there you go, 120$. By the way, whats the OEM on that PSU? Maybe get a higher rated PSU w/ Gold or Platinum rating (more efficient = less energy lost = cooler = quieter)... but that might cost you quite a bit, nearly $30 more ...

he said the oem was seasonic on that psu - i probably won't overclock but still not 100% sure as it may be within budget

but i only play wow so i may not need to

i like the case he linked, im still considering cases, ive been looking at corsair obsidian 450d, obsidian 750d, nzxt phantom 410 and 530, fractal design r5, corsair graphite 730t/760t

do the cases with solid front doors like the 750d, s340, and r5 still draw air through the front?

Cos it fits his budget with the 970, no need to limit himself when he clearly can afford it. That's like saying he should get an i3, 200+ saved.

Pcpartpicker.com also shows great deals, u just gotta know where to look.

Most of the time, yes. The actual front panel is spaced from the case and there are vents around the panel.
