Only $500? Jeez, that's not a lot to work with for something like Elder Scrolls Online. Will he get any money in the future for upgrades? I'll base it around that. A good Video Card eat half of your budget, leaving you with a bottleneck. If you can add in some padding for the budget, around $100, it would help cover all the extras.

Also, does he currently own a PC with an OS? If so, you could re-use those and save about $160 or more.

Elder Scroll Online; doesn't need that great of specs, but they would want to play more than that in the future. A decent video card is about $150 to $200 and a good CPU is $80 and up.
Nothing wrong with re-using an old hard drive, as long as it has decent storage.

If you're going to insult me, at least make it constructive criticism. You don't understand how annoying it is to see someone say "You're stupid" and not provide anything to back it up with.

500$ build is good.. even with the OS included... Don't try and change someone's budget unless they are asking for something absolutely crazy like a 400$ rig that will max crysis 3

I'm not attempting to change his budget, you can work with $500 I know.
But, generally when you purchase a computer, you want to keep it for a while, have it run most games at decent quality for a few years.

I have and 760k with a 750 ti as one of my rigs.. and I know it will do fine for a long while.. and by telling them they won't be able to enjoy it or play at decent quality for a few years.. you are deterring them from building or wanting them to raise their budget... a 750 ti and 860k will last probably 2-3 years depending on the type of games he plays at medium moving into low settings at 1080p... or high moving to medium settings at 720p.... after 2 years he can upgrade a GPU...the fact is the CPU game is barely changing right now... so is the GPU game... nothing amazing or ground breaking other than lower TDP and heat has came out recently so ... the 750 ti and 760k/860k will be fine for this guy for 2 years
