Planned time until purchase: whenever
Do you need an Operating System?: no
Do you have any specific preferred components?: doesn't matter, but intel sounds good
Do you need a sound or wireless card?: no
Do you want stock cooling or do you plan on overclocking?: stock
Do you need a monitor? mouse? keyboard?: mouse & keyboard
Zip code/location? (Shipping costs): NewYork Brooklyn 11204

I'm pretty sure that AMD would be better at that budget?

$50 over budget before MIRs, but $50 under with them.

/e
Just overclock the CPU to 4.0 GHz or higher. The stock fan will keep it cool no problem even at that clock speed.

So being in brooklyn you are close to a microcenter.

CPU: http://www.microcenter.com/product/401797/FX_6300_Black_Edition_35GHz_Six-Core_Socket_AM3_Boxed_Processor

Mobo: http://www.microcenter.com/product/401771/970A-G46_AM3_ATX_AMD_Motherboard

http://pcpartpicker.com/p/8zBJP6

Comes out to roughly $525 before taxes

Brooklyn's sales tax is 8.875%

That makes your total ~ $571.59 after taxes... will be a little less since I rounded up from $523.XX
