Budget: 500-600 **CAD
More specific use (what games, what programs): Looking for something to play WoW on my 52" TV. HD 1080P ect. Stream Netflix here and there.
Planned time until purchase: Within a week
Do you need an Operating System?: No - I'm using Win 7
Do you have any specific preferred components?: Nothing overly fancy, but with budget allowing a video card that won't cook. I'm an AMD grown guy - but I'll admit defeat is inevitable. I'm just looking to keep the most of the budget focused on the video card, as the computer will not be put through resource stress. WoW won't be run hours on end, I'm rarely on more than an hour at a time.
Do you need a sound or wireless card?: Nope and nope. Using USB wireless, but here's a good question - Is there an economically priced sound card that supports Fiber Optic cable to plug into my surround

Do you want stock cooling or do you plan on overclocking?: I've used the Corsair liquid cooling in the past, but the idea this time is entertainment and QUIET PERFORMANCE.
Do you need a monitor? mouse? keyboard?: Nope nope and nope

Ideally - I'm looking to build a tower that will sit tucked away behind my wall. I have a power source, and cables all set (my old computer finally shit the bed)
I built a 2300 pc two years ago, and abused it to the point of death, and am stepping aside from PC gaming for now. I've got to many hobbies and interests.

Quiet, and with HD performance, the only thing I guess i'd occasionally do is play WoW with my family but that's not going to be often, I dont want to sacrifice too much on quality of game.

A bonus, is if there's a sound card that can support true 5.1 surround by Fiber optic sound cable.

waaay above and beyond requirements in terms of video card.

I still have my 6750's with dual bios flashed to 70's running Crossfire on my useful rig and that's for when I want to get gaming again.

I'm looking for something that would be comparible to the old Twin Frozr 6950, in terms of same specs and performance onto todays video cards.

not better, equal too but modern.

No idea what that stuff means ahahah I was just linking you the site, easy to play wioth the build from there and tweak things back down to your needs
