even a pc for 300-350$ is enough for WoW & fifa 14

for 500-600 he'll get a decent PC which even will be able to play the newest games.

but why win 8 instead of win 7?

Free upgrade to Windows 10. Its more optimized for booting. Its a newer OS and will be supported much longer (especially with the free Win 10 upgrade). You can install Classic Shell if you really want the aged "Windows" look. You also get DirectX 11.1 and newer on Windows 8.1. You only get partial support for 11.1 on Windows 7.

Mainstream support for Win 7 ends Jan 12 2015 (holy shit thats in 27 days!) and extended support (only critical updates) ends Jan 14 2020.
Also, unconfirmed by Microsoft, but backed by industry experts and based upon previous Microsoft experiences, Windows 7 will not support DirectX 12 which will be standard in Windows 10 and available for Windows 8.1.
