what should I expect to spend to build a PC capable of planetside 2 on highest settings. Including OS, monitor, keyboard, mouse?

Tower prob $800, Monitor ~$150-200, Keyboard ~$50-150, mouse ~$5-50

Including OS, monitor, keyboard, mouse...and the low system req's of that game..prolly $800 to $900 ...maybe $1000 USD

everything for 700-800 if you aren't too picky with keyboard/mouse/monitor. Minus $100 for OS if you are student, or know a diff way of getting one.

Uh try to find out from your college/school lol, it varies by country and school so i couldn't tell you.
They do give discounted prices tho, if not free.

Nice build but if you want to retain your sanity...I'd stick with Win 7
