I'm new to computer parts...

If a GPU says it's superclocked and it has for example:

core clock: 1000MHz
Boost clock: 1150MHz

does that mean that the superclocked GPU is running on the boost clock out of the box w/o me tweaking anything after installing in onto my MOBO?

It runs at 1000 MHz normally out of the box but will boost itself in times of higher graphic demand. Superclocked just means its factory overclocked from the base frequency
