I'm likely going to get the gtx 970, but recently with black friday stuff, only the r9 series is on sale.
Currently on newegg there is an R9 290 for $250
I'm planning on waiting for at least cyber monday to see if the 970 goes on sale at all

Should I just keep waiting, and even in the end pick the 970
OR is the deal for a 290 at $250 worth it for that price?

And since I have $400 left for a videocard, I might as well get the best I can even if no deals hit by cyber monday

If you're not on a budget, go for the 970. At $250 a 290 is technically better price:performance, but not by too much and there are many other benefits to NVIDIA's 970.

You're not going to see much sales, black friday's main purpose is for clearing inventory and 970's have been selling out regularly since release.
