Because $1600 budget, 16gb provides minor speed boost in some circumstances, and more "future-proof".
But ya, OP could definitely switch it to 8gb Trident X if he wants to save $83.
Unless you have a crystal ball that can tell you what's going to happen in the next 2-3 years, there is no such thing as future-fucking proofing. End of story.

http://pcpartpicker.com/p/wwqw8dUnlike Mr. IGotHacked, I can't justify spending more than this. The reality is that you friend will probably never use more than 20-30% of this build's capabilities. This case is up for grabs since I don't know if your friend wants a CD drive or not. You can also get a cheaper PSU. I recommended the EVGA one because it was just such a pleasure to work with on the last build I made.
"Upgrades" to this build would be swapping the 970 for a 980 and the i5-4690k for a i7-4790k.
In the event your friend wants to go even lower....
http://pcpartpicker.com/p/PNv2BmAnd dump the rest of the funds into lights/dragon stickers, nice peripherals, and 1 or 2 nice monitors.
