2x GTX 970's performs a lot better than 1x GTX 980 for only $100 more.

It really isn't worth the extra $200 to get a 980 vs a 970. If you're going to pay that much, get 2 GTX 970's and SLI them. You'll get greater performance and nearly the same price.
Yes, either MSI or Gigabyte will work fine.
