Let's keep the GPU and CPU and start there. I'd personally go with 3060ti over 3060 for a little bit more cost and massive improvement in power but honestly, for WoW you probably won't notice it.
You haven't mentioned budget so I won't recommend specific parts (pm me or quote me and add details and I'll help as best I can)
Your cpu is LGA 1700 socket type (this is how you pick your motherboard). 1700 mobos can run ddr4 ram OR ddr5 ram so pay attention to that when you choose. You'll need to know if you need wifi/Bluetooth or not when you pick a motherboard as well. Choosing between Ddr4 and ddr5 really comes down to budget. For your build and use, ddr4 will be sufficient, ddr5 will serve you longer. Get 2 sticks of Ram, at least 16gb matching pair.
Cooler, go with an air-cooler. I like noctua, it'll last an eternity but it's definitely overkill. A budget air-cooler will suffice, you can swap the fans for better ones if it's noisy and you'll never have problems with it.
I've always liked Corsair for power supply, get 650 or 750w gold rated power supply. Semi-modular, full modular never made sense but semi modular allows you to get rid of cables you don't need
