Aside from that you can probably go with:

Motherboard: Gigabyte Z790 Gaming X (Normally around 195-220$)
RAM: G.Skill Ripjaws S5 Series 32GB (Normally Around 115-125$)

pref 64gb but open to 32

I don't know my budget, prob under 1k, would like to just know a good range.

If its just Motherboard // RAM you need take a look at what I sent you first, now as far as RAM (I sent you the 32GB Kit) so just buy 2x of the same Kit and you should be fine.

It should be around 500 or less.

I think Star Citizen needs 64 GB for smooth gameplay. I'm not saying for sure bc i don't play it, but i was looking for information to build a new pc to play beamng.drive and I saw a lot of people saying to get to 64 if planning to play Star Citizen.
