Sounds like it's most likely a network driver issue.
What version of windows are you installing?
Windows 11 - I used command to bypass this window and complete setup without connecting to a network.
After completing setup I found that there was no way for me to connect to wifi. There was no 'wifi' icon or selection under network settings and I could not find a fix via Google search. I did Adapter reset, flushdns...etc with no change. I'm assuming there is some Network Adapter/Driver issue, but I am not tech savvy.
