what's happening exactly? when you install new hardware sometimes it takes a minute or two to recognize it and restart - maybe you're getting a little excited and restarting it when it hangs? if you used a new psu should use new cables as they have different out ports, and double check you have your CPU power plugged in as it is commonly forgotten and you can still get to bios without that
