40 fps is not that bad. After 2 beer you dont even notice the difference anymore. I have a computer at home but when i am at my parents i also play fallout 4 on my laptop at around 22-25fps. That's still okay.
there is nothing wrong with budget gaming computers. I only wanted to make sure you dont have any false expectations.

If you do decide to go with 8GB, go with 1 stick instead of 2x4GB sticks. That way if he needs more in the future, he can just buy another 8GB stick.

Yes, the GTX970 is more expensive. But, if you are going to compare something of similar value you would need to compare it to the R9 390.
They both have pretty similar performance with the 970 being slightly better overall and a slightly cheaper as well.
Also, for a budget build you don't want to be spending 20% of your build on a Case. Honesty, for this big of a budget try to go for 5-10% of the budget and closer to 5%.

For a budget build like this (which is about $700USD)
I would go with the NZXT S340 if he doesn't mind spending an extra $250-400 more. However, he will be touching the inside of this PC probably once and if he can cable manage on a cheap case for half the price. He can be spending that $50 on better cpu/mobo/gpu, or more ram if he starts with 8GB.
The case should be where you try to save money not spend more on premium features that someone will not even appreciate.

No, the NZXT340 is much better, but I would go for something really cheap like $30-50.
Don't worry about premium features like cable management and so on. You will be paying a premium on those cases with 0% improvement on the system.

Mid will fit any motherboard you choose in this price range.
Full is for enthusiasts spending at least 2k on their systems. You will probably be able to go with some smaller cases as well depending on the motherboard you choose.

That price isn't bad, I would try to lowball him down to $500. Also, you got to test this computer as well before you buy it and make sure everything is working. And even then it is possible that one of the components works fine and will crap out on you after certain amount of time. You have no warranty so anything brakes then you are fucked, especially if it's either the CPU or GPU since those cost the most.

I think your spending to much on hard drives here, you can get chepaer SSD and HDD, also PSU you can save some money there, and CPU heatsink is not necessary.

Good idea on the 8gb stick. He will most likely want 16 eventually but for now to stay on budget its better to go for 8gb.
on your build, is the 6600 a lot better than rapture's 4460?
and for the video card he wants to go with the radeon 380, we compared it to a lot of nvidia and other radeon, seems to be the one for the price.
Cable management we wont be looking further into them. Just gonna get a cheaper end case to stick with the budget, something clean with good airflow.
Also, we might downsize the SSD to 120GB. How much space does windows OS take?

Monitor, he's getting it for 125$. I'm going with him tomorrow to meet the buyer and test it out. Anything in particular I should be aware of before going?

-The i5-6500 is about 15% faster then the i5-4460 for $13 more (4.5% price increase)
Also, you are saving $20 on the motherboard, so this setup ends up costing less.
-Windows 10 takes up a minimum of 20GB, plus whatever software he will need like browser and main softwares, then there is drivers, updates and so on.
If he gets a 120-128GB SSD, it will cost him about $60 and he can get double the space for $35 more.
I wouldn't recommend going for a 120-128GB, you get the most gain price/GB jumping from 120-128GB to 240-256GB then any other jump in disk space.
If he wants to save money, I would just eliminate the SSD all together instead and go with a 1TB HDD drive only. (It's all about getting the best value for your dollar and getting a 120GB SSD just isn't)
He can also just elimnate the 1TB HDD if 240GB will be enough space and he doesn't mind deleting stuff when his drive gets full.

-For the monitor, first make sure everything looks good when the monitor is on, if it looks normal and doesn't have anything that looks unusual or noticeable then take it.
Next you want to test it and if there is anything wrong with it but not noticeable when using still take it if you can get the guy to drop the price to like $80-100, complain about it and get him to drop the price.

Also, he said it's IPS and people can be lying on kijiji, so go on an angle like 150 degrees should be enough and see if there is any color distortion.

Sorry. I thougth the S 210 comes with 2 pre-installed fans like in most other countries. Did not know that the case only ships with one fan in canada. You could have told me that without getting rude.
