If you do decide to go with 8GB, go with 1 stick instead of 2x4GB sticks. That way if he needs more in the future, he can just buy another 8GB stick.

Yes, the GTX970 is more expensive. But, if you are going to compare something of similar value you would need to compare it to the R9 390.
They both have pretty similar performance with the 970 being slightly better overall and a slightly cheaper as well.
Also, for a budget build you don't want to be spending 20% of your build on a Case. Honesty, for this big of a budget try to go for 5-10% of the budget and closer to 5%.

For a budget build like this (which is about $700USD)
I would go with the NZXT S340 if he doesn't mind spending an extra $250-400 more. However, he will be touching the inside of this PC probably once and if he can cable manage on a cheap case for half the price. He can be spending that $50 on better cpu/mobo/gpu, or more ram if he starts with 8GB.
The case should be where you try to save money not spend more on premium features that someone will not even appreciate.

No, the NZXT340 is much better, but I would go for something really cheap like $30-50.
Don't worry about premium features like cable management and so on. You will be paying a premium on those cases with 0% improvement on the system.

Mid will fit any motherboard you choose in this price range.
Full is for enthusiasts spending at least 2k on their systems. You will probably be able to go with some smaller cases as well depending on the motherboard you choose.

That price isn't bad, I would try to lowball him down to $500. Also, you got to test this computer as well before you buy it and make sure everything is working. And even then it is possible that one of the components works fine and will crap out on you after certain amount of time. You have no warranty so anything brakes then you are fucked, especially if it's either the CPU or GPU since those cost the most.

That isn't bad, try to lowball $130-$140. If nothing wrong with the screen, but scratches on bezzel or anything wrong with it physically but still works fine, try to lowball to $100-120.

I think your spending to much on hard drives here, you can get chepaer SSD and HDD, also PSU you can save some money there, and CPU heatsink is not necessary.
