PSU is probably some Chinese brand with shotty QC. If you push it, it will go bad within a year or 2 (a nice one will last 10+). Mobo will not have good VRM (manage power flow) and could damage your CPU since it will just come with the wimpy stock cooler even tho these chips are known to run hot.
https://pcpartpicker.com/list/DbtXLJ - saves you $100 and keeps you within your budget; however I would recommend spending an extra $100 for better quality parts that will last significantly longer.

I see. Im fine with it being 1k or slightly over if it is actually worth the money you think. With that in mind, would you be able to recommend swaps in parts for that build? Also why 16 gb vs 8 gb? I thought 8 is plenty. Is there a significant difference in performance? (Why choose that brand btw...i dont see any reviews?)

Option 2 on first page is better than zell1uk's right?
Better psu and saves money by going for 8gb and 120gb ssd which i think is fine...
