Photoshop while it doesn't scale for higher end cards well having a dedicated card makes a huge difference.
The 1050ti will handle 4k support where as the 750ti will struggle with this if she ever decides to upgrade monitors.

He has a used GPU in his current rig that will work and I think thats what he was leaning towards using.

The i3-6100 is better then the G series cpu at the same price point so there is no reason for it at all.

The images she works on are not large enough to where 16gb would matter.
So its best spent in other places like the CPU. Adding ram is a super easy task and lets be honest all of the parts
it usually has a life time warranty so this is something worth getting used if he was to buy any used gear.

But actually the i3 and the g4560 are actually almost identical each have 2 cores and 4 threads. the i3 is .2 GHz faster, so i would kind of consider it dead until they shift their line up completely.
I would never recommend paying 60 more dollars for 5% performance gains over the g4560

Otherwise I agree with all youve said but I simply currently skeptical that the performance differences will be significant. We still don't know what exactly she is doing - a graphics card is not going to help with everything in photoshop/may not matter at all.
photoshop just doesn't use a ton of resources if you aren't doing crazy things on it, so it's really important we know exactly what shes doing before we call any big shots, imo.

Didn't notice the G series cpu you had was 60$
When I had looked earlier in the day the first one I posted was the lowest and it was same price point as the i3-6100
Guess the prices or system updated while I was out skating.

But yeah 60 vs 100 for 4% is not worth it.

to clarify what she is doing:

She takes a photo from her camera (12.1 mp camera) and puts it into PS then creates a composition she likes out of the base photo and then she paints the composition. So it could involve anything from color changes to rearranging objects within the picture, adding in other objects, multiple layers, etc. She also does things like create postcards and such with multiple pictures of her paintings to promote shows she is doing and things like that.

Unless she does the painting on the PC, I don't think this would make much use of a GPU. Largely CPU/Ram in that case.
The actual painting smudging/etc is graphics intensive, but even then if it's not too large scale, the integrated graphics would be able to keep up.

Based on what you said, personally would go without discrete GPU first. Would only consider one if she says its lagging/has other issue that she has an issue with.
