Seems cheap ??

Taking a 2nd look at it, not sure anymore. I really need to learn more about parts lol <_<

He said he'd rather build one on his own and spend a little more for new parts instead of trusting 2nd hand
he will probably buy a monitor from the same guy though, he's asking 150$ for a 27" LG IPS LED 27EA33

Do you need a sound or wireless card?: No

I tried going through pcpartpicker to build something but I don't know this stuff enough to find a good deal for his budget.

You can purchase a key on reddit's MicrosoftSoftwareswap forum for about that much.

You have to define decent. For me decent is to play all games at high settings at 60fps on a 1080p minitor. Thats not gonna happen with your budget. You will need about 250$ more for that.
At 1000$ you can get a good i3 and a gtx 960. Thats okay for most games, but you will have to live with medium settings and should not be bothered by the occasional 40fps drop.
http://ca.pcpartpicker.com/p/RJyJjX Something like this with a Win 10 OEM.

But dont expact constant 60fps at fallout4 or GTA 5

EDIT: @Ghot: You also need to add a Y-Splitter for your 4 pin system fan header.

I mean, he's going from xbox1 fanatic to pc and has a 1000$ budget for it. I don't think he wants to throw more than that.
He will mostly play either car racing/drifting games that he find or GTAV/Fallout 4.
Not sure if going from 60fps to 40fps would be a huge deal for him but I also want him to have a good gaming experience on the PC :\
It's hard to really know what would be best for him
