Factor in the 8350 is a little cheaper, and then the overclocking platform you can get is substantially cheaper, this makes the 8350 more at home in a 700$ budget.

the 8350 is cheaper 200$, vs 3570k 230$

and the minimum platform to oc a 3570k is 90$ for an matx board. 75$ for an overclocking matx platform for amd, not substantially cheaper but it is more of a gap in the ATX factor.

45$ is a leap in a graphics card, or just the ability to actually e in budget.
