Usually when a comp comes on and goes off within a second....it has to do with the CPU cooling, (assuming it's not the motherboard).

I would check that the thermal compound is applied properly and the heat sink/pump is fastened properly.

Very true, if the processor doesn't have proper heat dispersion it will turn off right away to "save itself" from the potential over overheating. You should also re-seat EVERYTHING to make sure all the connections are properly set. I am still going to say PSU should be upgraded. Have you verified that the PSU works in another machine?or that it can power the machine with nothing but the board connected?

Does the case have built in standoffs to ur mobo?
If not, did u use standoffs on ur mobo?

it's the screw that goes between your motherboard and the case, to prevent a short when you turn on your computer.

i'd also take out all your ram, and try using 1 stick at a time to eliminate a faulty memory slot or memory stick itself can be bad.

just diagnose it one thing at a time, i highly doubt it's a power issue though. You have a very high quality 550w psu and you're not overclocking anything so it's more than enough.
disregard what the gpu box says about 1080ti needing 600w or whatever, they purposely over-estimate the power required to run it cos they have 0 fucking clue what other components you have.
